Justice Information Technology Services Division

The Justice Information Technology Services Division (JITSD) provides a full range of services for the Department of Justice and the criminal justice community. The division maintains several statewide criminal justice systems, including the state criminal history records system and the criminal justice information network that links law enforcement agencies in Montana with various state, regional and national criminal justice databases.

JITSD also maintains several non-criminal justice computer systems, including the Vehicle Title and Registration System and the Driver Control System. The division provides project management for the Integrated Justice Information Sharing (IJIS) Broker and Montana Enhanced Registration and Licensing Information Network (MERLIN) Project.

The bureaus within the division plan and set policy, and coordinate, design, install and maintain the department's information technology (IT) infrastructure.

Application Services Bureau

The Application Services Bureau (ASB) provides software and application-related project management, system development, and maintenance for the department's IT systems, including:

The bureau works closely with its customers to plan, manage and maintain their information systems and provide software solutions. To accomplish this, staff use technology-based problem resolution, business system analysis and project management, as well as software design, development, testing and implementation. The bureau prides itself in providing its customers with secure, cost-effective IT system solutions and in using technology to help them comply with state and federal requirements.

Criminal Justice Information Services Bureau

The Criminal Justice Information Services (CJIS) Bureau provides operational support to the state Criminal Justice Information Network (CJIN). It also serves as the state link to the FBI's National Crime Information Center and the National Law Enforcement Telecommunications System.

The Criminal Records and Identification Services Section collects and stores criminal history information, provides fingerprint identification, and disseminates the information to law enforcement agencies and others lawfully entitled to receive it. Criminal records are used in a number of critical areas: issuing weapons permits; determining criminal sentences; completing background checks for public employment; making recommendations for parole and probation; and assisting prosecutors in criminal cases. The section also manages the state Automated Fingerprint Identification System, which checks fingerprints from crime scenes and suspects against a database containing millions of prints.

The Justice Users Help Desk provides technical support for the computerized systems that contain criminal justice information, motor vehicle title and registration information, traffic records for individual drivers, and concealed weapons information. It also serves as the Montana Missing Persons Clearinghouse for the National Center for Missing and Exploited Children.

This section also protects the accuracy and timeliness of the information provided by the network and, on a three-year cycle, performs compliance audits of all system users to ensure that they meet all of the security and policy requirements for obtaining and using the information. CJIN Services Section staff write and update the CJIN Users Guide, the Mobile Users Guide to CJIN, online CJIN help files, and training broadcasts.

Support Services Bureau

The Support Services Bureau (SSB) manages and operates the department's information systems and data and voice networks.

The Internal Services Section provides technical support to the Department of Justice office computers, local area networks (LANs), office file and print servers, office productivity software, and internal systems such as the Criminal Justice Information Network training system. This section also implements the department-wide LAN equipment replacement plan that provides all divisions with modern, functional office computer equipment. It provides the primary computer and network support to the department's divisions.

The Bureau's Systems Support Section manages and operates the computers and networks that provide information to law enforcement agencies from the Criminal Justice Information Network, the Criminal History Record System, the MERLIN Project, the IJIS Broker, and the Automated Fingerprint Identification System.

The Support Services Bureau also provides information security services and assists the state's efforts to develop coordinated public safety communications systems.
