Division of Criminal Investigation

Division of Criminal Investigation (DCI) agents specialize in a number of fields. At the request of city, county, state and federal law enforcement agencies, the division's investigators provide direct assistance in a broad range of criminal investigations.

DCI assists in cases including, but not limited to:

  • homicide and other violent crimes
  • narcotics investigations, including methamphetamine production and trafficking
  • arson and other fire investigations
  • Medicaid fraud
  • elder abuse and exploitation within health care facilities
  • computer crime
  • sex crimes
  • corruption and official misconduct
  • complex financial crimes

The division also:

  • maintains Montana's Sexual or Violent Offender Registry
  • provides advanced training opportunities for law enforcement officials statewide
  • operates the Montana All Threat Intelligence Center (MATIC) and addresses homeland security issues
  • maintains the state repository of criminal records and fingerprint information
  • manages Montana's Criminal Justice Information Network (CJIN)

The Investigations Bureau is comprised of the Fire Prevention and Investigation Section, the Major Case Section, the Medicaid Fraud Control Section, the Computer Crimes Unit, and the Sexual or Violent Offender Registry.

Major Case Section

The Major Case Section provides criminal investigative assistance to city, county, state and federal law enforcement agencies at their request. The section also conducts criminal investigations of allegations referred by the Montana State Fund and the Department of Justice, Motor Vehicle Division.

Medicaid Fraud Control Section

The Medicaid Fraud Control Section is responsible for investigating any crime that occurs in a health care facility, including theft, drug diversion, sexual assault and homicide. The section also investigates elder exploitation, elder abuse and fraud by providers within the Medicaid system. This may include investigations into doctors, dentists, durable medical equipment companies, mental health providers and other Medicaid providers.

Investigative Support Bureau

The Investigative Support Bureau provides operational support to the state Criminal Justice Information Network (CJIN); serves as the state link to the FBI's National Crime Information Center and the National Law Enforcement Telecommunications System; collects, stores and disseminates criminal records and fingerprint information; operates the Montana All Threat Intelligence Center (MATIC); and addresses homeland security issues.

Criminal Justice Information Network Services Section

The Criminal Justice Information Network Services Section manages Montana's Criminal Justice Information Network by:

This section also protects the accuracy and timeliness of the information provided by the network and, on a three-year cycle, performs compliance audits of all system users to ensure that they meet all of the security and policy requirements for obtaining and using the information. CJIN Services Section staff write and update the CJIN Users Guide, the Mobile Users Guide to CJIN, online CJIN help files, and training broadcasts.

Criminal Records and Identification Services Section

The Criminal Records and Identification Services Section collects and stores criminal history information, provides fingerprint identification, and disseminates the information to law enforcement agencies and others lawfully entitled to receive it. Criminal records are used in a number of critical areas: issuing weapons permits; determining criminal sentences; completing background checks for public employment; making recommendations for parole and probation; and assisting prosecutors in criminal cases.

The section also manages the state Automated Fingerprint Identification System, which checks fingerprints from crime scenes and suspects against a database containing millions of prints.

Montana All Threat Intelligence Center (MATIC)

The Montana All Threat Intelligence Center's (MATIC) mission is to collect, store, analyze and disseminate information on crimes that have occurred or are suspected to law enforcement, community and government officials.

The Center is multi-agency entity that involves the Division of Criminal Investigation, Department of Corrections, Department of Military Affairs, and the Rocky Mountain Information Network. MATIC has been designated by the Governor's Office as the state's fusion center.

MATIC is composed of two separate programs: the Criminal Intelligence Unit and the Critical Infrastructure Protection program. Each program contributes to Montana's safety by providing critical public safety information to first responders, law enforcement leaders and government officials.

In compliance with Montana law, the Attorney General established an advisory board for MATIC in 2003. The board oversees the Center, ensuring that MATIC adopts, implements and complies with policy regarding safeguarding an individual's right to privacy.
